Kabuto is an extinct Pokemon, or fossil Pokemon, and is therefore obtained by resurrecting a Fossil. In Mt Moon, you are faced with a choice of one of two fossils: Helix and Dome Fossil. Kabuto is acquired from the Dome Fossil, while the Helix yields an Omanyte. Once you have the Fossil, you will have to wait until you reach Cinnabar Island, where you can take it to the Laboratory to be resurrected. The resurrection room is the room to the far right of the Laboratory.
go to cinnibar island and then go to the building next to the pokecenter ( the left) and go to the third room talk to the guy walk out go back in again talk to the guy and get a kabuto.
I think you might have to do more missions( Maybe A ranked ones). Either that for keep fighting on your ladder.
