It all depends on where you live or plan to enforce the law. Use DC for example. There are close to 4,000 private police officers currently. They work for security companies who do business with the metropolitan police dept. I believe the one wishing to obtain the license must perform similar training and tests that sworn officers do, such as weapons training, through the dc police. I'm fairly certain the DC license entitles you to carry a weapon and make arrests (provided you are doing so under federal, state, and local laws). But as I said, these rights and your jurisdiction vary from state to state, 10 of which do not govern private security companies at all. If you are actually attempting to receive a license, a private company is the way to go.

An individual must be employed by an authorized employer in order to be deputized as a Special Patrolman. That employer can be a public or private sector entity that has been authorized to participate in the Special Patrolman Program by the New York City Police Department. Typical employers can be private housing developments, hotels, hospitals, shopping malls, large stores, sports stadiums, etc. All Special Patrolman applicants must pass a background investigation and a required peace officer training course.
