You are allowed to use Monster Reborn and similar cards, under most circumstances. The important thing is that the Synchro Monster must have been properly special summoned first. If the Synchro Monster ever goes to the graveyard without being properly summoned by Synchro Summon (ie, Starlight Road can do this) then the Synchro Monster cannot be revived like that. Similarly, if a Synchro Monster had its summon negated, it also can't be brought back from the graveyard.

Last thing to consider is some might say "cannot be special summoned except by Synchro Summon" meaning the only way to summon it is by Synchro Summon, there is no other way, even if it was properly summoned first.

A Synchro Summon is the sending of components from the field, and summoning the Synchro Monster from the Extra Deck. This is generally the only way to Synchro Summon.

There are specific cards that may allow you to Special Summon Synchro Monsters from the Graveyard. An example is:

Blackwing - Vayu the Emblem of Honor

Attribute: DARK

Type: Winged Beast/Tuner/Effect

Level: 1

ATK: 800

DEF: 0

If this card is face-up on the field, you cannot use it for a Synchro Summon. If this card is in your Graveyard, you can remove from play this card plus 1 non-Tuner "Blackwing" monster in your Graveyard, and Special Summon 1 "Blackwing" Synchro Monster from your Extra Deck whose Level equals the total Levels of the removed monsters. The effect(s) of that Synchro Monster is negated.

Note that this is treated as a SPECIAL SUMMON, not a Synchro Summon.

First you need a tuner monster and a regular monster. Then, when they're on the field you can add up the levels of the 2 monsters and synchro summon a synchro monster with the same level as the combined level of those 2 monsters. Nope. Same as De-Fusion. You can't get an opponent's monster on your side of the field by activating De-Synchro or De-Fusion.
