How can you return synchro monsters from your graveyard to the field?

You are allowed to use Monster Reborn and similar cards, under most circumstances. The important thing is that the Synchro Monster must have been properly special summoned first. If the Synchro Monster ever goes to the graveyard without being properly summoned by Synchro Summon (ie, Starlight Road can do this) then the Synchro Monster cannot be revived like that. Similarly, if a Synchro Monster had its summon negated, it also can't be brought back from the graveyard.
Last thing to consider is some might say "cannot be special summoned except by Synchro Summon" meaning the only way to summon it is by Synchro Summon, there is no other way, even if it was properly summoned first.

∙ 13y agoA Synchro Summon is the sending of components from the field, and summoning the Synchro Monster from the Extra Deck. This is generally the only way to Synchro Summon.
There are specific cards that may allow you to Special Summon Synchro Monsters from the Graveyard. An example is:
Blackwing - Vayu the Emblem of Honor
Attribute: DARK
Type: Winged Beast/Tuner/Effect
Level: 1
ATK: 800
DEF: 0
If this card is face-up on the field, you cannot use it for a Synchro Summon. If this card is in your Graveyard, you can remove from play this card plus 1 non-Tuner "Blackwing" monster in your Graveyard, and Special Summon 1 "Blackwing" Synchro Monster from your Extra Deck whose Level equals the total Levels of the removed monsters. The effect(s) of that Synchro Monster is negated.
Note that this is treated as a SPECIAL SUMMON, not a Synchro Summon.

As long as they were properly summoned first (ie, successfully reached the field due to a Synchro Summon) then yes, you can summon them from the graveyard with cards like Call of the Haunted.

How do you summon Synchro Monsters?
Synchro Monsters can be summoned from the Extra Deck (formally known as the Fusion Deck) by a Synchro Summon.A Synchro Summon can only be performed with one Tuner Monster and one or more face-up, non-Tuner monsters you control (with XX-Saber Gottoms as the exception, who can be Synchro Summoned with more than one Tuner Monster). You can tell if a monster is a Tuner by looking at the card type and seeing "/Tuner" next to it. For example, you can tell Junk Synchron is a Tuner since its card text shows "[Warrior/Tuner]".In order to Synchro Summon a Synchro Monster, the Levels of the monsters used must equal the Level of the Synchro Monster. For example, Gaia Knight - the Force of the Earth is a Level 6 Synchro Monster. That means Junk Synchron, a Level 3 monster, would need a monster(s) whose Level equals 3 to Synchro Summon that Synchro Monster (or any other Level 6 Synchro Monster for that matter). How do you synchro summon a monster in Yu-Gi-Oh?
First you need a tuner monster and a regular monster. Then, when they're on the field you can add up the levels of the 2 monsters and synchro summon a synchro monster with the same level as the combined level of those 2 monsters. The tuner and regular monsters are sent to the graveyard. E.G Junk synchron+ speed warrior= junk warrior
When you use urgent tuning can you send synchro material monsters from your deck to the graveyard?
All Urgent Tuning does is let you perform a Synchro Summon in the battle phase, apart from that, all the regular Synchro Summon rules apply. Synchro Summon components must be face-up on the field - Urgent Tuning does not change this.
What is a Synchro Monster?
Synchro Monsters are the newest type of Monster Card. Their color frame is white and include "/Synchro" next to their Monster Type. They are included in the Extra Deck (formally known as the Fusion Deck) along with the Fusion Monsters (Note that with the release of Synchro Monsters, Konami has placed a limit of 15 cards in an Extra Deck. If you activate De-synchro on an opponents monsters do you get to special summon the monsters used for that synchro summon to your field?
Nope. Same as De-Fusion. You can't get an opponent's monster on your side of the field by activating De-Synchro or De-Fusion.
How is a synchro constructed?
you have to have a tuner monster on the field or the tuner monster it says you need on the synchro monster card and another monster (not a tuner) that when you add the stars from the tuner and non-tuner add up and equal the same number of stars on the synchro monster. Then you send those cards to the graveyard and special summon the synchro monster from where you fusion monsters should be

You don't tribute anything, it is a Synchro Monster. You have to send a Tuner and one or more DARK non-Tuner monsters from your side of the field to the graveyard. As per the usual Synchro rules, their combined level totals must equal Dark End Dragon's level, which is 8.
How do you discard the monsters to summon stardust dragon?
Stardust Dragon is Synchro Summoned, which does not require the Player to discard any cards. To Synchro Summon Stardust Dragon, you must have one face-up Tuner monster and one or more face-up non-Tuner monsters on the field.
