Okay,
you need to go to the Lake of Rage and deal with the Pokemon in the lake.
You then need to find Lance, who will be at the Lake of Rage, and then you need to go to the shop on Mahogany. After you beat the base and the Gym leader, Prof. Elm will call you about Team Rocket taking over the Radio Tower in Goldenrod.
So, go to Goldenrod and clear out that.
Then, the salesman should let you pass.
