The arches were formed by erosion. There was formerly a rock whose mineral makeup was more susceptible to weathering below the rock that we see as the arch today. Since the lower rock weathered more easily, it eroded away before the rock above it, which continues to largely withstand weathering to this day because of its strong chemical composition.

Biscayne National Park is a national park in Florida. Biscayne is made up of 95% water. In order to get around, you need to have a boat. Biscayne is basically a water national park. Since this place is a national park, any visitor(s) can come. Also, it is protected land. So you can not fish, but you can pet the sea animals, and scuba dive.
The National Park Service has a budget and each park gets part of that to operate. Some of the money does come from taxes.
