They don't communicate through the use of braille they use it as their form of reading they feel the words which in this case is a series of dots and bumps which symbolise a different letter and when combined together can make words.

If they've learned to communicate with tactile sign language, it is likely that that is the language in which they speak. Deaf schizophrenics have been known to see hands signing in the air telling them what to do, as opposed to hearing voices in their heads. So I would assume it's similar to that, except they "feel" their thoughts as opposed to expressing them through any spoken, or seen language.

An educated person who was born deaf and blind, usually uses and thinks in tactile sign language, which is an adaptation of the local sign language of the country or region the person lives in.

In some countries, deaf-blind people are not educated and are treated as mentally challenged.
