In the US, lobbyists can play a role in the way decisions are made. Lobbyists are people that represents a particular point of view of a group of people, a particular company or industry and even a particular foreign nation.These people are paid by the interest group they represent. Lobbyists can be seen as a positive group in that they can present research information that directly deals with a subject a legislature or executive branch must make decisions on. For example, if there is to be a vote on climate control in the US House of Representatives, lobbyists may present to representatives scientific information related to an issue that will be voted on. Hopefully the information is true and accurate. With that said, it does not mean that an issue a lobbyist is concerned with is not only source of information a member of government uses to make decisions. What a lobbyist can do, however, is to present additional and perhaps unknown information the members of government were not aware of.

A lobbyist doesn't help government officials to function more efficiently. They try to pursue their own interests by helping politicans, e.g. supporting their campains.
