That depends on the field in question.

A novelist could effort to serve public interest by writing a book about currently hot topic. Or a chemist could serve the public interest by developing a cure to a currently rampant decease.

Usually this involves more or less an opporturnist point of view to benefit from a topic with high public attention. It is much easier to pass a law about a rapist's penalties when there has been several rapings in the news lately.

Naturally one can serve the public interest by mere virtue; one can see a need in the community and start rallying for to right the wrong. One can serve the public interest by stepping in to fill a void.
