When you click the Import tool (get photos from camera), you will be allowed to create a folder with a name and location of your choosing over on the left side of the panel that opens.
The "create album" icon just allows you to set up the attributes of an empty album. You need to right click on selected pics and select "add to album" to assign pics to your new album, of click the album icon down in the photo tray. You can set up your album attributes the first time you add pics to it if you wish.
Of course you realize that albums do not store pics, only links to pics in folders.
