The only way to "disable" the "governor" is to reprogram the ECM to delete the fuel cut off point.
Why in the hell would you want to? You will burn your transmission up if you do, for sure.

buy a power programer or get in with a mechanic that's got a computer that he can plug it up to they can do it
There is not a gear in the engine, they do have a speed limiter in the computer. Also some older automatic transmissions have a "governor" to adjust shift points.
