Yes there is a way to use cheats without Action Replay, there is a chip called the R4 and you can download games on it, when you download it sometimes have cheats when you play but first you have to set the cheats to on if you want cheats. I know Pokemon Platinum doesn't have cheats that's what i found out sorry. :( Hope this helps.

you can always download cheats from the internet, but if you have a DSi, buy an Action Replay DSi and it should be updated. If the cheats don't activate, it means that your game is a newer version. That happened to me.
