In the File menu, there should be an option saying "Select World to Export". Click on that, and what until it says something like "Export Successful".

Yes, you can. But you must download the tool (see the related link below) I have it, and it's good. But it takes some time to get use to, for it's not user friendly and is what the people who make the real sims 3 worlds use. :)
