AnswerSky Blue Plains is a Friend Area, not a dungeon. As such, you need to visit the Friend Area map in order to locate it and visit it (it is under 'plains'). Of course, you must first have it unlocked, as Sky Blue Plains cannot be bought or won by defeating Pokemon.

There are two missions which enable you to unlock Sky Blue Plains. The first of which is the easiest and does not require much from a well-developed team. The mission is set in Thunderwave Cave. The Wonder Mail code for this mission is:

The second mission requires more progress in the game as it is set in Northwind Field, which cannot be accessed without clearance of Lightning Field and the posession of the HM Surf. You have to go on a resque misson to get it. Someone will give it to you after your done.Only if the reward is a friend area ,though.And you must mean Sky Blue Plains.

You have to recruit Rayquaza in order to get it. He has a base of -10% so it'll be hard to get him to join.
