To add color to your windows, you need to "Personalize" them. To do this in Windows 7, right click on your desktop and select personalize. This will open the control panel. Select "Window Color" from the bottom and choose the color that you want to use. You can also change the color intensity if you wish. Another way to do this is to change your theme, from the options that open when you click personalize.
Windows 7 (and Windows Vista) does not use boot.ini.
