Use an abrasive (mechanical) cleaner or an special rust removing substance (chemical). Depending on the finish of the stainless steel, you can use a slurry of scouring powder and water. Make a thin past and use a bit of steel wool to rub it around. If your stainless item is really shiny, you'll have to get some metal polish to buff it back up. A little fabric wheel that chucks into a drill will help big time. But work carefully and safely. There are a number of rust removing chemicals available at the hardware store.
