Im not sure I understand but the three water moves you'll need are HM03 Surf, HM06 Whirlpool, and HM07 Waterfall. You get Surf in Ecruteak where the Kimono girls are, Lance gives you Whirlpool after you beat Team Rocket in Mahogany Town, and you get waterfall in the cave right after Mahogany Town.
