There's a variety of ways. I am assuming you don't have an Action Replay . My tip for you would be to constantly batte the Elite Four (that's what I did before i got my Action Replay and got a Lv 100 Giratina and Palkia), and of course visit Buck's House and face the various Gym Leaders that appear there.
Level 100 is the max level that a Pokemon can achieve. However, there is a glitch that can be activated like the Professor Oak battle glitch in Pokemon Red and Blue, but a player's Pokemon cannot go over level 100.
Well, if you have the Action Replay and you know the Rare Candy Cheat, just keep giving your Pokemon Rare Candies. If you don't, then just keep battling wild Pokemon or Trainers that have around the same level Pokemon as the one that you are raising. You can also give your Pokemon the EXP. Share. Then go and battle really strong trainers.
*Giving your Pokemon Rare Candies will level them up, but they will have very low stats.*
Train A Lot. The best place to train is the Elite 4 and the Champion if you're strong enough. If you don't find that suitable, try Victory Road. But be careful not to get lost ;-). These strategies will take pretty long, but you should do it!

You've just got to keep training the Pokemon you want at Level 100 by beating the Elite Four again and again until you finally achieve your goal.

To do this you need to do the missingno glitch, and just sail until you see a ridiculously high level Pokemon. It will not be easy to catch this Pokemon seeing as it can be 2, maybe even 3 times stronger than your strongest Pokemon.
