Weather creates masses of moving air. Some of the energy of the air can be captured by a windmill or wind turbine and converted into another form.
In a modern wind turbine the blades are aerodynamically shaped to get the most power from the wind. The blades turn a generator which produces electrical energy.

The true difference is use. A wind mill is traditionally used on a farm to power the house where as a wind generator/ turbine is used for electricity on a much higher amount. All of these things are using the power of wind to create electricity/ power for something.
