You can't unless you want to go to get Zapdos, Articuno, or Moltres.
Zapdos - Powerplant
Moltres - The Cave near island 1
Articuno - Seafoam island
Articuno is pretty hard to find the sea foam island while Zapdos and Moltres are much simpler*
