Depending on the tide, you can either get the shoal shells or the shoal salt. Eventually you'll have to get four of each if you want to receive a shell bell from the guy.
When the tide is high, you can surf to reach the shoal shells; when it is low, you can run about on the cave floor to fetch the shoal salt.
The tide changes in six-hour intervals as follows:
High: 9AM-3PM
High: 9PM-3AM
Low: 3AM-9AM
Low: 3PM-9PM
If you didn't set your clock accurately, you can go back to your house to check the time.
A shell bell is a hold item which, when held, will restore HP every time damage is inflicted on the opponent.
