Get all 8 Kanto badges and then go to the girl in Saffron city called 'Copycat' (she is in one of the houses on the second floor). She will be missing her lost Pokedoll. Go to the fan club in vermillion city and speak to the man next to the clefairy Pokedoll. He will ask you to take it to her. Give the doll to Copycat and she will reward you with a Magnet Train pass.
If you still need to get electricity to it though, go to the Power Plant and find the missing piece if the Generator (Its in Misty's gym in Cerulean City, behind the inflatable tubes in the top left of the gym) one of the team rocket grunts will pop out and run away from you , go back to the powerplant and talk to the guy who is trying to work the generator , then go back to cerulean and go out of this town through the top golden bridge , the team rocket grunt should be there and he tells you where he has hidden the piece, afterwards , take it back to the powerplant and the train will be working again . This will return power to it and allow you to ride it once you have the pass and the 8 gym badges.
