First off, you cannot go to space in Pokemon Ruby or Pokemon Sapphire, and secondly you need to work on your spelling...........................................................................................
I think as you move through the game the number goes higher or it goes up by 1 every 2-3 days

Jirachi can only be caught in Pokemon Sapphire, Pokemon Ruby, and Pokemon Emerald.(Subject to change) Go to Mossdeep City and go to the space craft/station. Enter and look for the man looking out the window. He will say "That's successful launch number X". X changes due to the amount of time you have played. There is one launch every week. When he says "That's successful launch number 100" he will then say "We can now take up regular people. Would you like to be the first?" Say yes and fly to space. Look around and you will see the legendary Jirachi!
Many people have said you can go into space by going to the space center everyday and keep talking to this one guy who keeps saying that was a successful launch and then the number it was. And he will eventually say "That was successful launch number 100!" and then someone will ask you if you want to go into space you say yes you go into space and then theres Jirachi. Unfortunately, this is just a myth. I myself have tried many times to get into space along with some friends of mine, and it has never worked for any of us. Hope this helped.
