You need to find both legendary Pokemon's. (Groudon and Kyogre) After that you shall go to Sootopolis and talk with Steven. He will guide you. As the last thing, you gotta find Rayquaza which is in the Sky Pillar in route 114 (not sure). He will stop Groudon and Kyogre from fighting. Then I think you can go into the gym.
