There are several 'Claptraps' to pass throughout the game, you need to complete various missions and 'turn in' or report back to who ever gave you the mission before you will be allowed to get past them.

Marcus Bobbleheads are not 'collectable' in Borderlands, you will find them throughout the game in lockers and green bins and they get dropped by enemies or creatures when you kill them, as you pick them up they turn into cash to boost your bankroll. Inthe 4th DLC pack, rebel Claptraps drop various items that can be collected for various achievements, Claptrap Bobbleheads are one. They drop randomly and the only way to get them is to keep destroying Claptraps.
