I have had a problem with that as well on my 89 S15. I kept working at it because it had not been used for a very long time. "In neutral" is very important. Gently moving the shifter back and forth until it finely went into four wheel. I do it more regular now just to keep on top of it.
the four wheel drive is opperated by vacuum that's probably where your problem is
I have a 2000 Jimmy and just had to have new ball joints put in yesterday for the same problem and then had an alignment done on it today.
98 Chevy metros are all front wheel drive
Rear Wheel Drive.
The front transfer case has a pneumatic actuator that can go bad, so the four wheel drive does not engage. This is one type of problem that can occur. I'm sure there are others.

the vacuume lines and hubs are damaged. chenge the hubs over to Warn style hubs. Look on the net for info on warn hubs.
rear wheel drive , or four wheel drive capable if 4X4 equipped , and if you have the 5.0 L V8 engine , they came in rear wheel drive or all wheel drive versions ( where all 4 wheels had power going to them continuously )

Yes it will fit but you will have to have a driveshaft made for it because the transfur case will not work on a 2-wheel drive transmission. 2-wheel and 4-wheel drive transmissions will NOT interchange
