1) Exercise with high rep sets (50-100 reps per set) so your muscles change from the high power to low power type of fiber.

2) Do routine, light jogging for several months. Three times a week, start by doing 20 min. on the treadmill. Then when you build endurance, do an hour on the treadmill (three or four times a week). 3) Eat as little protein as you can. Your body will make up for it by eating your muscles

go to an exersise section in a store. they have arm and leg bands that you put over your muscles to tone them when you work out. they are actually pretty cool. they are pretty inexpensive too. but you have to work out or else it wont work.

One way is to lift light weights but a bunch of times. for example, if your wanting to make your biceps cut, curl 15 lb dumbells 30 times, break and repeat. (or whatever is the right weight for you.) another thing that will help is if you flex whatever muscle you are working on right after you lift. I hope this helps you get your bulging muscles.
