On your hard drive (C:\) there will probably be a folder named I386
make a folder called xpsetup and copy the I386 folder into it.
Got to www.freewebs.com/recources and download hard drive boot sector and save it on C:\
Then, download either no service pack, service pack one, or service pack two according to what your computer came with. Extract the zip in the xpsetup folder. Delete the zip.
Start a CD burning tool and add the contents of the xpsetup folder (not the folder itself). In the label section enter according to the following chart.

Windows XP Home SP 1a and SP 2 OEM X1AHOEM_EN
Windows XP Professional OEM WXPOEM_EN

Burn the disk.
Leave the disk in and reboot. This will launch the windows recovery or setup console.
WARNING you will loose all data, backup first.
If you mean just reboot, unplug the PC and plug it back in again.
