Remove the front seat, four bolts hold it down to the floor and unplug a pig tail connection under the seat. you will then have access to the seat belt buckle in between the seat and the center counsel.
you should take it to a repair shop to work on it.
Dont repair...just replace it for your safety!
Depending on whether it's the belt or the buckle, one side of the seatbelt system needs to be replaced. It's not safe or reasonable to attempt repair. You can certainly swap the parts yourself, but you should obtain dealership parts. Once you know which side is the problem, post another question with the year and problem and we may be able to help some more.
Put on your seatbelt. It it is still chiming with your belt on, take it back to the dealer for repair. It is under warranty.
Buckel your seatbelt and it will go off. If it is not going off with your seatbelt buckled, then take it to the dealer for repair.
The dealer can disable the passenger side only chime (Canada). Done through the computer set up. Don't try to disconnect wires at the seat belt itself; they are interconnected to the passenger air bag using magnetic switches.

There's a company that advertises in Hemming's motor news called snake oil. All they do is seat belt repair but you will have to send & use another while you wait or order from dealer. I don't think that is something they will repair for safety reasons. Or get a generic replacement set.
According to my Haynes repair manual : For the 4.0 liter OHV / pushrod style engine used in a 1996 Ford Explorer : ( YES , in order to remove the timing chain cover you have to remove the oil pan , which involves removing the engine from the vehicle )
Remove the 2002 Ford Explorer drivers side inside door panel. The entire window mechanism will be visible. Locate and repair the cause for the window malfunction.
You need special tools to remove the clutch, only a dealer or a/c repair shop has the needed tools to do the job. ( Besides the know how to do it correctly )
