you have to have a small screw driver to unscrew the back of the figure. Then you open the figure up. Take off the old o ring (usually done by pulling the legs out from the pelvis. Make sure that the J hook does not break the crotch of the figure. tear off the old o-ring. Then place the new o ring on the J hook. POull the o ring through the pelvis. Sometimes you have to twist the J hook, then place the top of the o ring on the center of the back piece of the figure, carefully lay the arms and head on the back piece, and line up the chest piece. It is best to lay the figure flat when doing this... then re-screw the figure shut

Which GIJOE? If you are referring to the cartoon in the 1980's, the battles are set throughout the world. Cobra's main base which i dont believe is ever discuss in the cartoon, but is declosed in the comics is located in the Gulf of Mexico. They are recognized as a nation by the UN, so sometimes GIJOE cannot fly through the airspace. I belive that the JOE base is based in Fort Bragg New Jersey, but i cannot be certain.
There are two reasons i know of . first the oring in the piston is either cut or twisted. The other is that the o ring on the piston is to small. The only cure is to replace it either way.
