ANSWER: What makes you think someone else's tax liability is your business? If you are referring to income taxes how could you possibly know that the person in question is actually liable for a tax to begin with? Have you read the entirety of the Internal Revenue Code? Do you understand tax law? You want to have somebody you believe is committing a crime prosecuted for that crime? Call the Sheriff and file a verified complaint of where you sign a sworn affidavit under penalty of perjury that you know that person evaded taxes. If you are wrong you are now liable for any damages done. If you are not willing to take that risk then why should anybody take your word for it? Of course, the IRS and state tax collection agencies don't care and would love to hear from you regardless of what the truth is. So, what do you want to do, be a law abiding citizen who uses the law to bring people to justice or just another collaborator with a lawless administrative agency where you get to be a bully? The choice is yours, it always comes down to the choices we make. Choose well, choose justice.
IRS.GOV would love to hear about them and may pay you a reward for reporting them.

Reporting a tax cheat is serious business and should not be taken lightly. You may be aware of cheating by your employer or by a neighbor who skirts paying taxes by getting paid in cash. If everyone paid their fair share then the tax bills for all of us would be a lot lower. Tax cheats cost us Billions every year so cheating is everyone's business. The IRS has special forms for reporting a tax cheat. IRS Form 3949-A asks for basic information. If you want the possibility of receiving an award you must also submit IRS Form 211 which is an application for the award. You can also simply submit a letter with all the basic information you have. Be mindful that reporting someone out of vindictiveness can get you in a lot of trouble and keep in mind also that the IRS can only afford to pursue significant cheats.
