The type of electrode that you select (unless it is stipulated on the drawing or by an authority) will be based on too many factors to list here. But here are a few.

To match the material to be welded.

To meet certain specs Ie. tensile strength, maleability, abrasion resistance,

protect the base metal from acids-corrosion-salt water-chemicals etc.etc.

To match the type of electrical current produced by the welding machine.

The position you will be welding. Flat,Vert,O-head,Horiz.

The amount of weld you want to lay down with each pass.

The thickness of the base metal.

The cost of the electrode.

Cleanliness of the material. Dirt, Paint, Zinc etc.
