There is really no way to alter the speed of the system clock, but there are at least two workarounds. One is to get a program which you can add to the startup files and shave a millisecond to a couple of seconds off each time the PC starts (and preferably adjusting for missing days in case you leave the PC on for days at a time). Another workaround is to get a program to synchronize the PC with a time server each time you turn it on.
