By sense organ do you mean skin? Or any other organs pertaining to the senses? If so, I'd consider them to be the window of the body in that they receive images, feelings, etc. of the world and transfer it the brain.
You have your nose, your eyes, your ears, your tongue and the skin, which receive the information from the out side world. You do not receive the complete information of the outside world from these senses. For example the dog can receive much more information from it's nose, though not all the information! But then complete information may create problem of processing the same. From these information you interpret the out side world rather efficiently. For example you call the smallest spot as point. Though you know that the subatomic particles are smallest. You can not see them. You can not guess the actual size of the same. You bring these very small things to your visual level and then interpret the same. The stars are distant objects and you can not make out the closer star from the distant star very correctly. For example you perceive very small part of the electromagnetic spectrum and very happy about the same.
Without the sense organs animals wont be able to sense their enemies. It is believed that today Man is a great threat to the animal kingdom. It is therefore necessary for animals to have sense organs.

It's not easy to be sure what is meant here. The sight organ is the eye, and the sound organ is the ear, but these are sense organs, i.e. they contain receptors. The larynx makes sound, and this could be classed as an effector if you shout in response to a stimulus, but you can't really think of sight in this way.
Because when they are in the water, part of their head floats atop so their predators don't see them. It makes it perfect for the sense organs to be on the top part of the head so it can see, hear, and eat its prey, or watch for its predators without being seen.
Eyes are the only organ that functions to provide sight.
