The restrictions on stories have purposely been left very loose and open so that writers have a wide range of freedom and possibilities in their stories. Therefore there is a near limitless number of answers to your question.Well, if the setting of the story is in a nice meadow with beautiful weather and beautiful sights surrounding the area, the mood is automatically going to be happy, calm and maybe even romantic as the place is a happy place. However, if the setting is in an old house where there are leaks and there is paint peeling off the doors, the garden is all overgrown and it is raining, cloudy etc, the mood is going to automaticcaly be spooky and miserable because that matches the place.

Or - if the setting is a nice meadow and a serial killer suddenly leaps out from behind a tree, it's going to be even scarier. And if you have an old house where two lovers are repairing it and making a new home, it's going to be a happy setting. You can change the mood and atmosphere however you want to when you're writing the story!
