There is no cut off date. They can go back as far as they wish.

The usual answer is immediately after they have flowered. If you prune them more than once a year they are called a hedge.
If the wind blew some weedstop on my shrubs and they are turning black will they come back or just die or what can i do?
Most evergreen shrubs are best pruned in the Spring. Cut it back as much as you like but remember pruning encourages more growth.
If you prune a Forsythia in Winter you will cut off the following Springs flowers. Prune a Forsythia after it ha s flowered.

If it is cut above the hairline u have to taper it. Bring it in shorter or the hairline looks ridiculous.
We have always been able to prune our hibiscus plants back hard and they have come back more compact and bushy. I guess it also depends on the climate where you live. You can also grow more shrubs from the cuttings.
