In the USA, most kitchen counters are 36" high. This measurement was standardized many years ago when the average heighth of a female was less than it currently is. They can be set to suit your own tastes (so that you need not bend so much when doing dishes). ie., my counters are 40" high.
The most common height for a kitchen's upper cabinet is 4 1/2-feet (54-inches). This gives you adequate working room on your counter top with 18-inches of clearance between the two while still allowing easy access to the cabinets for the average height adult.
A height of 4 1/2-feet is optimal and the most ergonomic height for accessing the upper cabinets for anyone over 4-feet tall. Shorter people might need a step stool to reach the upper portion of the cabinet. Standard upper cabinets are 30-inches tall making the entirety of the cabinet easily accessible for 5-feet 8-inch tall people without a step stool. Cabinet space over 30-inches tall are not readily accessible

In order to calculate that, we'd also need to knowthe substance in the tankthe size and shape of the outletthe height of the outlet above the floor of the tank.
It might help, but I would test your wiring first in few simple steps. Get a 12ga extension cable long enought to reach 20A outlet (usually above kitchen counter or sump pump). Plug your printer into 20A outlet using extension and see is its still dimming your lights, if it does try a different outlet, if problem exists no matter where you plug it, than a voltage regulator will not help. If you did find an outlet that solved light dimming than all you need is a licensed electrician to pull a pair of wires for printer dedicated outlet.
Top of the outlet should be 3 to 4 feet above the floor. I recommend 3' as it will be hidden and out of sight and still easy to plug in.
There is no set Height. On porches I would recommend 13" to the bottom of the outlet box from the porch. On the side of the house I would recommend 24" to the bottom of the box above ground level. If the outlet is not on a covered porch it must have a bubble cover installed. If it is on a porch it must have a waterproof cover. All outside outlets must be GFCI outlets.
The standard height is around 12" to 15" the bottom of the box above the floor but for the disabled you can install them higher but no more than 48" above the floor. Pick a height that will work for the disabled and install all of them the exact same height.
