You will have to go online and look up the websites of modeling agencies in your city/state. At age 13 you can be a teen model or if you are really tall (5'7" or taller), then you can look into fashion/runway modeling agencies.
The websites will list all of the information you'll need to know, including how to send in your pictures, what types of images to send and if they hold open casting calls.

∙ 12y agoBy sending in your snapshots and information to local agencies that are within a 2 hour's drive from where you live in the hopes of getting agency representation. Looking up the agency websites online, you'll find out what the requirements are and the ways you can submit yourself. If the agency is interested in you, they'll invite you for an interview and from there will decide whether or not to offer you a contract. Once signed, it will be the agency's job to market you in order to get you paid work.

It is best to look into agencies that are no further than a 2 hour's drive from where the child lives. Once they know the submission guidelines, they can submit their child and if the agency is interested, they'll offer a contract and begin seeking paying modeling jobs for the model.
