The Dead Sea is really a land-locked salt lake, but if a submarine was transported there, absolutely. Though it has high salinity, that can be compensated for with enough ballast. Depth-wise, the Dead Sea's max depth is 1,240', and the average depth is just under 400', more than enough for a DE submarine or research vessel to operate in. Given the high salt content, I'd hate to be responsible for deck / external paint maintenance though.
