Derry, Tyrone, Fermanagh, Armagh and Down all border the Republic of Ireland, the only county that does not is Antrim.

Offaly, Laois, Kilkenny, Waterford, Cork, Limerick, Clare and Galway. The river Shannon runs between Tipperary and both Clare and Galway, so they don't have a land border.
