There is a problem with this question; the teaspoon is a measurement of volume - usually taken to be 5ml, a kilogram is a measure of weight.

If you're measuring water, there are 1000ml in a kilogram of water so there would be 200 teaspoons of water in a kilo of water.

However, if you're measuring flour, then there are approximately 528 grams per litre of flour, this works out to 378 teaspoons of flour to make 1 kilogram.
There is no answer - A tsp is a measure of volume and a kilo is a measure of weight

I don't know how much a teaspoon of pepper actually weighs (it'll be between 4 and 5 grams), so I'm assuming it's ground pepper that your using, and approximating the weight of 1 tsp at 5 grams. That will give you 200 teaspoons worth of pepper from 1kg.
