this would include DMV driver's license, and vehicle registration fees, fishing and hunting licenses, business licenses, personal inclome taxes and any other payments by personal or business check amde out to a state of California department in order to receive services, like a fishing license, or a requirement, like vehicle registration, or prepaid retail sales tax, etc.

While its possible you could get some type of accounting from the public information at the State (controllers and treasurers reports)..you would most certainly have some accumulating to do, as many of the things your trying to get to are not actually paid to the State, but some other authority. Or accounted for under different divisions, each of which wants to claim the glory for how much processing work thewy do.

More topically, while I'm sure the number of checks handled is astounding, almost all business type taxes - that is income taxes, payroll withholdings, sales tax collections, even most fee's are now required to be paid by electronic funds transfer (especially for accounts of any real size). this has cut down on the number of checks being processed substantially...and speeded up the cash flow for the Treasury.

Also consider that most people pay their tax by payroll withholding, which is done electronically by their employer, and likely get a refund of the amount over whithheld (again now frequently electronically).
