The term "per cent" means "out of 100"
If we were to have 1%, this would mean 1/100, because the '/100' section of the fraction actually means "out of [or 'over'] 100"
So, your original problem is really asking:
'What is 10/100 times 10000?'
... which of course, you would make into a multiplication of fractions.
So if we cancel down the 10/100 fraction, you would get 1/10.
THEN, you would cancel the 0 in the denominator with one of the 0's in the numerator [10,000], and you would ultimately get:
