At 12 years old you could range from having no pubic hair at all, to having a fully grown pubic hair. It is all based on when puberty starts, and if you are concerned about any lack of any significant development around that age, don't be. It will happen at some point, whether it be next month or next year.
But I am a 13 year old male, and I had pubic hair from the age of 10. And I already have a significant line of hair growing up my stomach, but it all really depends when you start.

In reality it doesnt matter how much hair they have or dont have. its up to the girl to decide when its too much, thus she can shave it or trim it the decission is up to her.
