Depends on the bottling distillation. Both Vodka and Gin are typically bottled anywhere from 80 to 100 proof. If a bottle of gin and a bottle of vodka both state on their label that they are "100 proof", they are identically "strong". If you get a bottle of vodka that is 80 proof, and a bottle of gin that is 94 proof, the gin is stronger, and so on.
Both vodka and whiskey can have different strengths. It all depends on the distilling process. State laws also dictate how much alcohol any one beverage can have, so you may never get a full proof vodka or whiskey if your state is strict.

These spirits are generally higher than 80 proof. On the Vodka side of the question, many flavored vodkas are around 70 proof although there are some 80 proof flavored vodkas out there. There are also 90 proof vodkas, 100 proof vodkas, and 151 proof vodkas. If comparing apples to apples such as regular unflavored vodka to a regular whiskey, they will most likely be the same.
If you are measuring strength by percentage of alcohol by volume then they are either the same (40% abv). Sometimes whiskey is less than 40%. Many whiskeys are as low as 35% abv. If you are measuring strength by taste, then whiskey should be stronger because vodka should be flavourless by definition.
