None. There is no legal requirement. Some people may not want to see you if you're not much good, but there is no cut-off point. Some famous ventriloquists such as Arthur Brough or Edgar Bergen have not been good at hiding their mouth movements. They got away with this because a) their characterisations were good and b) they were on the radio.
