Water expands slightly when it freezes, so 1 cup of ice will be a little less when it turns back to water, but it is only a small change in volume, and for a rough measurement like a cupful it will hardly be noticeable

A cup of ice, when melted, will produce less than a cup of water, because when liquid water freezes to form ice, it expands in volume.

Where did the water in the outer cup come from?

The water vapor in the air. Since the cup is so cold from the ice inside, the vapor in the air when it hits the cup it causes it to make the water on the outsaide of the cup. You'd think it came from the inside, but it doesn't.

Will water overflow when the ice in the cup completely filled with water melts completely?

If you are asking if a cup filled with water and ice, when the ice melts, will the water overflow, then the answer is no. As the ice becomes water, then it loses its ability to displace the water that it was first displacing as it was ice. So in the end, the water level won't raise or fall as the ice melts, it just replaces the space it once filled with water, leaving you with a full cup of water.
