There is no time line but the sooner the better. Prior to 1960 most infants were baptized withina few weeks or so of birth to ensure their right to heaven should a tragedy occur. It is still good practice to baptize within the first year of birth to free child of original sin and welcome to the church with parents upbringing in the faith at the very beginning of their lives. It is ceratinly recommended before the age of reason and first communion, around 7 years old, but the norm is still the early months after birth.

In the Catholic Church, infants are baptized within days, if not the very day, they are born. Obviously, no catechism is provided or required as the infant does not have the ability to comprehend anything. What is required is that the godparents of the child, who represent the child, are Catholics in good stead who know their catechism and who can help rear the child Catholic through good example, teaching and prayer.

Children are taught catechism naturally through osmosis while growing up in Catholic families. Parents can begin teaching the child basic truths and devotions as soon as the child is able to mimic and grasp things. The child will quickly become familiar with these things even if they can not articulate or understand them. When the child reaches the age of reason, around 7 or 8 years old, specific catechesis can begin towards the sacraments, such as Confession, receiving Communion and Confirmation (though in some rites Confirmation is administered with Baptism).

It does not matter what age you are baptised (as long as you know why you are getting baptized), but catholics are often baptised as children to 'cleanse their soul' earlier.

A newborn can be baptised and usually is. A 101 year old could be baptised on their last day of life.

Anyone who is not already bapized can be baptized in the Catholic Church. Most Catholic families have their children baptized when they are infants.
