Earth's rotational speed is being slowly decreased by tidal interactions with its moon; its rotation also evidences irregularities such as nutation (axial wobble) which is caused by other gravitational interactions and influenced by liquid components of its own composition such as oceans and liquid core.
The Earth, along with its solar system, also orbits the galactic core slowly - completing a rotation in about 240 million years, and is involved with even larger motions in its galactic cluster and supercluster.

They can't. Earth would be a permanently frozen planet if it wasn't for the internal heat which causes the movement of tectonic plates. And we would never have existed.
