There are two types of answers for this question:
1) The critical thinking way: Where the question don't make sense in physical life.
2) The mathematical way: Where mathematics is used in solving the problem.
The mathematical way
Step 1: There is no such statement as "1 ½ men" so it's 1 man and same for fish. You cannot catch ½ fish so it's 1 fish. There is 1 ½ days (also now as 36 hours) so it remain the same.
Step 2: To find how much fishes for six (6) men you multiply, (1 man × 6 = 6 men) and same for the fishes (1 fish × 6 = 6 fishes). The days remain the same because 6 fishes is for the 6 men in 1 ½ days.
Step 3: To find how much 6 fishes can be catch in 7 days. So you multiply, (6 × 4 2/3 = 28 fishes). This is because 4 2/3 × 1 ½ gives you 7 days.

Ok so my reasoning. if it takes a man and a half a day and a half to catch a fish and a half, so this man and a half in three days have three fish and in six days they have six fish. So for every man and a half you have 6 fish in 6 days. Well a man and a half divided by 6 men is 4. so now you take 6*4 to get 24. Well you are now stuck with a day left. Well we know in a day and a half they catch 6 fish so if you take two thirds of 6 (because 24 hours divided by 36 is 2/3) then you get 4 so you add this to the 24 and you get 28.
