if you convert it all to inches (3 inches scale per 24 inches actual, and the height of the shelf becomes 72 inches actual), you can set up a proportion
(3/24)=(x/72) (x being the scaled height of shelf)
then cross multiply and divide
(3*72)/24=x
x = 9 inches
On that scale... 6 inches !

On the edge of the shelf that you see there would be a trim piece 1 and a half inches wide and probably 3/4 of an in thick so that the shelf would appear thicker.
That depends upon the length you want to measure. 1 mile in 1:700 scale would be 63360 in ÷ 700 in ≈ 90.514 inches long
